National-level and regional resources for complaints, support, and advocacy.

National-level Contacts (works everywhere)

  • NDIS Quality and Safeguards Commission: For complaints about NDIS-funded supports/services, worker misconduct, safety or quality issues. Phone: 1800 035 544 (free landline). TTY / relay service available for hearing/speech impairment. Online complaint form on their website.
  • Complaints Resolution & Referral Service (CRRS): For complaints about government-funded disability employment services, Australian Disability Enterprises (ADE), or advocacy services. Phone: 1800 880 052 (free call). Email: crrs@glresolution.au. Accepts complaints from people with disability or those acting on their behalf.
  • National Disability Abuse and Neglect Hotline: For reporting abuse, neglect or serious safety concerns in any disability service (Commonwealth- or state-funded). Phone: 1800 880 052 (toll-free). Confidential and independent.

Contacts by State / Territory

Victoria (VIC)

  • Disability Services Commissioner (Victoria): For complaints about state-funded or non-NDIS disability services, or when you’re unsure which body applies. Phone: 1800 677 342 (free call). Email: complaints@odsc.vic.gov.au. Handles feedback, complaints, investigations, conciliation if direct provider-level resolution fails.

New South Wales (NSW)

  • For NDIS-funded supports/services, use the NDIS Quality & Safeguards Commission (national body above).
  • For general disability-service complaints or government-funded services, you may need to contact the relevant NSW government complaints or community-services unit (varies by type of service).
  • For issues with health or disability services (non-NDIS), there’s a relevant complaints body depending on the service type (e.g. health complaints).

Queensland (QLD)

  • For general disability-service complaints (non-NDIS or state-funded), use the complaints unit of the responsible department: Department of Families, Seniors, Disability Services and Child Safety. Phone: 1800 491 467 (or 13 QGOV / 13 74 68) depending on the issue.
  • For advocacy-type services or inclusion-related support complaints, you may also contact organisations like Queensland Advocacy for Inclusion (QAI).
  • As always, if NDIS-related, contact the national NDIS Commission.

South Australia (SA)

  • For state-funded disability services (non-NDIS), use SA Health and Community Services Complaints Commissioner (HCSCC). Phone: 1800 232 007 or 8226 8666.
  • You can also contact the relevant state disability-services department (e.g. DHS Disability Services) on 1800 952 962, or via their feedback form.
  • For NDIS-funded supports, use the NDIS Quality & Safeguards Commission (national).

Western Australia (WA)

  • For non-NDIS disability, health or mental-health services, contact Health and Disability Services Complaints Office (HaDSCO). Phone: 1800 813 583 (free call) or (08) 6551 7600. Email: mail@hadsco.wa.gov.au. They handle complaints for private and public disability/health services, with free, confidential resolution.
  • For state-department-funded disability services via the WA government, there is also a general complaints channel: Department of Communities WA — phone 1800 333 325 (1800 FEEDBK) for complaints or feedback.
  • If the support is NDIS-funded, use the NDIS Quality & Safeguards Commission.

Tasmania (TAS)

  • For NDIS-funded services, contact the NDIS Quality & Safeguards Commission (national).
  • For other disability/health services complaints, use the state’s health or disability complaint bodies — e.g. Tasmania Health Complaints Commissioner (for health-related issues).

Australian Capital Territory (ACT)

  • For community-service or disability services complaints via the ACT Government, contact ACT Community Services Directorate — phone 13 34 27 or email CSD@act.gov.au.
  • For oversight or quality concerns (if first contact fails), contact their complaints/regulation division — phone 02 6207 5474 or email quality@act.gov.au.
  • For NDIS-funded services, use the NDIS Quality & Safeguards Commission (national).

Northern Territory (NT)

  • For NDIS-funded services, contact the NDIS Quality & Safeguards Commission (national).
  • For health/disability service complaints (non-NDIS), there are statutory bodies such as a health/disability service complaints commission (general services) — for example NT Health and Community Services Complaints Commission.

Additional / Advocacy / Rights Bodies

  • Australian Human Rights Commission: For disability discrimination complaints under human-rights and equal-opportunity law. Phone: 1300 656 419.
  • National Disability Insurance Agency (NDIA): If you are unhappy with a decision by the funding agency (e.g. funding or plan), and it’s not a provider quality issue, you may contact NDIA for feedback or review of the decision. Phone: 1800 800 110.
